Michigan Attorney General Dana Nessel announced that 20 felony counts of Medicaid Fraud were filed against Steven Clark, president and owner of EDM Treatment Center in Saginaw, Michigan. An investigation conducted by the Attorney General’s office identified a former employee of the treatment center who was not licensed to provide counseling services to patients of the clinic. The official complaint alleges that Clark, 70, of Saginaw, knew this employee was not licensed, yet allowed her to provide counseling services anyway. Clark then billed Medicaid for those services under his own provider identification number. “Patients expect that when they seek out treatment services, the individuals providing those services are properly certified and licensed,” said Nessel. “Those who think they can get away with providing misleading medical services will be held accountable.” Clark turned himself in to Attorney General Special Agents at the 54B District Court in East Lansing and was arraigned before the Honorable Judge Andrea Larkin. He was given a $20,000 personal recognizance bond and is scheduled to appear next at the probable cause hearing on Jan. 17 at 8:30 a.m. followed by the preliminary exam on Jan 22 at 9 a.m.
