Las Vegas Man Charged with Wire Fraud Related to Telemedicine Scheme

The United States Attorney’s Office for the Middle District of Pennsylvania announced that Sergey Duman, age 45, of Las Vegas, Nevada, was charged in a criminal information with wire fraud. According to United States Attorney John C. Gurganus, the information alleges that between January 2020 and June 2020, Duman participated in a scheme to defraud private health insurance companies, the United States, and the Commonwealth of Pennsylvania. After Duman purchased Cedar Care Pharmacy in Allentown, Pennsylvania, in January 2020, a telemedicine company regularly submitted prescriptions to the pharmacy that had been written without the knowledge of the listed patient. Cedar Care Pharmacy then fraudulently submitted private insurance and Medicaid claims for the prescriptions even though the pharmacy never provided the prescribed medications to patients. The total amount of the fraudulent claims exceeds $4.8 million.
