On November 15, Chief Financial Officer (CFO) Jimmy Patronis announced the arrests of Rochell Green and Breana Ferguson, both employees of the healthcare company Aetna. Green and Ferguson allegedly submitted at least 42 false insurance claims and uploaded false documentation to support their claims. The scheme took place from 2019–2023 and resulted in Green receiving more than $408,000 and Ferguson receiving more than $736,000 from their false claims. On February 9, 2024, the Florida Department of Financial Services (DFS), Criminal Investigations Division (CID) launched an investigation into Rochell Green and Breana Ferguson for allegedly submitting fraudulent insurance claims to the health insurance company, Aetna.
Both Green and Ferguson were Aetna employees who became familiar with the claims process for hospital, accident, and critical Voluntary Supplemental Plans. Each enrolled in the insurance plans, presenting at least 42 false insurance claims from 2019-2023, and uploading fake documents in support of their claims. The supporting documents were fake medical invoices and explanations of benefits for procedures that did not occur and patients that did not receive treatment. Rochell Green began the scheme in early 2019 and later introduced Breana Ferguson to the scheme in early 2021 in return for half of Ferguson’s claim payments. Green’s false insurance claims yielded more than $408,000 in payments and Ferguson’s false claims brought more than $736,000. On October 22, 2024, arrest warrants were issued for both Ferguson and Green in Duval County. Rochell Green was arrested on October 25, 2024, and Breana Ferguson was arrested on November 8, 2024.
