A Stamford woman, and owner of Holistic Psychiatric Services, LLC, has been arrested and charged with submitting false claims to the Connecticut Medicaid Health Insurance Program. Iselande Desyr, age 59, of Stamford, was arrested on October 17, 2024, by Inspectors from the Medicaid Fraud Control Unit in the Office of the Chief State’s Attorney, and charged with one count of Health Insurance Fraud in violation of Connecticut General Statutes § 53-442 and one count of Larceny in the First Degree by Defrauding a Public Community in violation of Connecticut General Statutes § 53a-122(a)(3). According to the arrest warrant affidavit, between January 2021 and November 2023, Desyr, an Advanced Practice Registered Nurse, was the owner of Holistic Psychiatric Services, LLC. Desyr was enrolled as a provider for the Connecticut Medicaid Program. During this time, she billed for services not provided, as well as submitted billing codes for more expensive services than the ones patients actually received, and falsified patient records. Due to this fraudulent billing, Desyr obtained payments from the Connecticut Medicaid program in the amount $304,664.30, for which she was not entitled.
